| Who is who in the Conference that will decide the Future of Europe |
The Conference on the Future of Europe (CoFoE) is one of the great commitments of recent years to bring the EU closer to its citizens. Months after it was launched, there are still weaknesses that should be resolved before April 2022, the date on which it is scheduled to close. After the Convention held in 2002, the CoFoE directly involves Europeans in decisions, even more, important after the 2008 crisis and the Covid pandemic. But, who is who in the Conference?
The role of the Commission, the Council, and the Parliament
Guy Verhofstadt, Gasper Dovzan and Dubravka Suica are the figures that make up the CoFoE Executive. In the case of Dovzan, it is due to the rotating presidency of the Council, which is now in the hands of Slovenia. Precisely the European Commission, the Member States, and the European Parliament are in charge of channeling the proposals made throughout the Conference. Suica, Vice President of the Commission, and Verhofstadt, MEP, contemplate the "direction".
Initially, the most active role should be taken by the Parliament, which is the direct representation of the citizens. The Commission attends from a distance and the countries are the ones that have to ensure the closest involvement of European men and women. This 'leg' of the CoFoE is the institutional one and it has been resolved in this way to avoid disparities regarding the conclusions of the Conference.
Before the CoFoe started, there were certain clashes about its ultimate goal: the question about whether the conclusions will serve to reform the Treaties is the most important, and it does not seem that there is much desire to answer it. The Council opposes this and it is so marked. The Member States do not want to enter into complex negotiations to leave behind the Lisbon Treaty, which was approved in 2007. The failed test of the European Constitution, which failed at the beginning of the century, causes misgivings when it comes to approaching such talks nature.
The most important thing: is the citizens
It is the fundamental part and the reason for the Conference: the people. Citizens can participate through a multilingual platform that registers all the proposals and events that take place throughout the coffee. An important part goes through the management of expectations. There are complicated issues to be addressed at the Conference and other measures that are urgent. The future credibility of the European project will largely depend on a good result in mid-2022.
